im not sure about the grants but im pretty sure you can build a fence providing it is to protect saplings, but if i remember correcty has a time limit. not sure anyone would notice or even be too bothered if you did any way as long as it is unobtrusive, ie dont paint it pink! but that said for the size of land it would probably be more cost effective just to use some high quality tree protectors and stakes on individual trees.
